The problem is that bug-buddy doesn't work with out of the box ubuntu as
there's no smtp server installed and it doesn't work with Launchpad so
it can't be used to file a bug anyway.

There is a bug-buddy-like launchpad tool being developed I think, also
people may have been waiting until after bug-buddy had it's new xml-rpc
interface before evaluating using it for launchpad.

This probably needs further discussion by  bringing it up on a mailing list 
(ubuntu-desktop or sounder are probably your best bets) or by creating a spec 
(you should first check whether it already exists) at the Ubuntu specs
page (https://launchpad.net/distros/ubuntu/+specs) in Launchpad.You can start 
writing a spec following the steps described in  
http://wiki.ubuntu.com//FeatureSpecifications
