Rejecting this bug for a couple reasons:
1) if it's not loaded here, something could always load it later. The
right solution is that something needs to be loaded that slows down the
system when it gets warm and handle this actively.
2) initrd-tools wasn't used in the breezy or dapper releases, so we
won't touch this code further.
