Public bug reported:

kernel can`t  update partition table after repartioning if something
from device is used, but we are automatically activating all swap
partitons during live boot.

this can produce installation failure in this case:

1.  we have some partitions  ( one of them is swap ) and some free space after
2. during boot we activationg swap partition
3. we adding a partition and calling kernel to re-read PT
4. kernel says 'Device or resource busy. The new table will be used at the next 
reboot.'
5. but installer going forward and wants to continue installation to partition 
that can be used only after reboot

Ways to fix:
1. if kernel says 'The new table will be used at the next reboot.' we asking 
user to reboot live cd ( live cd rebooting is very strange thing (-;  )
2. before calling kernel to re-read PT installer must deactivate all swaps, 
loop devices an mounts from this device
