There seems to be a bug in the way powernowd treats niced processes.
Here's an example. I start a process that does an infinite loop at low
priority (nice). The CPU stays at the lowest speed (600 MHz my machine)
because (presumably) there's no need to speed up a niced process.
However, when I start another infinite loop at normal priority, the cpu
remains at minimum frequency, which is wrong. The only way the CPU will
go to the max frequency is by either killing the niced process or by
starting another process at normal priority.
