Checkinstall is basically "LD_PRELOAD=/usr/lib/libcheckinstall.so make
install" - the preloaded lib wraps fopen(). (It does more than that, but
you get the idea)

Setting up a local repo is easy with dpkg-scanpackages - keeping it up
to date would require some magic to check versions and update packages.
This is far beyond the scope of Ubuntu though and will not be supported
(because it is not supportable) so I will reject this report.
