Thanks for providing the fonts.conf file.

The important section is
        <alias>
                <family>sans-serif</family>

                <prefer>
                        <family>DejaVu Sans</family>
                        <family>Bitstream Vera Sans</family>
                        <family>Verdana</family>
                        <family>Arial</family>
                        <family>Albany AMT</family>

                        <family>Kochi Gothic</family>
                        <family>AR PL KaitiM GB</family>
                        <family>AR PL KaitiM Big5</family>
                        <family>MS ゴシック</family>
                        <family>Baekmuk Dotum</family>

fontconfig goes through the list in the search of a font that provides
glyphs for Chinese. Sadly, FreeSans is listed over the CJK fonts, so it
is selected and hides all proper CJK fonts.

What you must do is place FreeSans (FreeFonts) at the end of the
<prefer> list, as the quality of the glyphs it has is not uniform.

For your testing purposes, you can simply edit your fonts.conf file and
remove any reference to the fonts freesans, freeserif or freemono.
