I booted off of the Intrepid Alpha4 liveCD, and yes, reboot did work. For now, though, I will stay with Hardy and the 2.6.24 kernel since this is a production machine (I am a developer). I am not familiar with the 2.6.26 kernel. Is that an experimental kernel for Hardy? Anyhoo, for now I will live without reboot working (mostly useful for remote rebooting). It's a bummer since this is an LTS, and that is why I am running it on my production box. Hope this helps.
