I found the fix to this, thanks to another post that I cannot locate at the moment. The file /etc/dbus-1/system.d/hal.conf has contradictory information. Removing the "deny" lines enables the hal installation to work. The incorrect hal.conf file is a bug in its own right, but I don't know how to determine which package is responsible for it.
