The problem lies in contradictory policies in the file /etc/dbus-1/system.d/hal.conf -- the deny's don't agree with the allow's and shouldn't be there. Unfortunately, after fixing the problem, I haven't been able to retrieve the original hal.conf to cite the error more specifically.
