It gets it from what you have entered in debconf, if you are talking about this old version that is currently in Ubuntu. I guess that you didn't enter things correctly. The newer versions are taking things from /etc/mysql/debian.cnf to create a valid user with access rights automatically. By the way, the current version of DTC in Ubuntu is just a very bad and old one, and I have never approved it's inclusion in the current Ubuntu release. Please upgrade to the latest stable version from GPLHost's Debian repository, it's in better shape. I have NEVER approved the current version in Ubuntu, and I do not intend to support it either.
