This is because compizconfig-settings-manager is a third party project
in the universe repository.  The user should know what compiz is, since
the user must have installed it at some point. Although compiz is
popular, seeing as how compiz is not installed by default on the system,
it is normal for an extra menu item (System > Preferences > Advanced
Desktop Effects Settings).

If there is a misunderstanding of the issue, feel free to add a comment
or post a screenshot.
