Hm, the permissions of /var/log/cups/ and error_log look good, so I
wonder why cups cannot write to it. I'm afraid this needs some more
debugging. Can you please do

  sudo gedit /etc/cups/cupsd.conf

and change "LogLevel" to "debug" and insert a new line (right at the top
is fine)

  ErrorLog syslog

? Then please restart cups with

  sudo /etc/init.d/cupsys restart

(or /etc/init.d/cups if you are already on intrepid), try to print
something, and then please attach /var/log/messages.

No, cups does run as root again since Ubuntu 7.04 again.

No, it isn't. As I said, this is an AppArmor complaint which is totally
harmless and happens everywhere. It doesn't stop cups from writing its
log file or spool file, or whatever.
