I've done some testing here, and it appears that the keyboard behavior
for me is very different between my normal user account upgraded from
hardy, and a second test account.  Both accounts use dvorak as the
keymap.  On the non-working account, various media keys are mapped wrong
unless I run 'setxkbmap -rules evdev' by hand; both before and after
running setxkbmap, these media keys generate KeyPress events according
to xev.  The KeyPress events are not picked up by the relevant apps,
however.  On the working test account, there are /no/ KeyPress events
generated, but the events that are generated (MappingKeyboard events?)
are picked up correctly by the applications - all of the XF86AudioPlay,
XF86AudioStop, sleep, and lock keys work correctly.

This is on a Thinkpad T60.

I've only tested this using fast-user-switch-applet, so I haven't
confirmed yet whether this is a first session/second session issue or if
it' s a difference between the configuration of the two accounts.
Continuing to investigate.
