I thought the process was that the developer decided whether it was bug-fix only
or not, so it wasn't necessary to attach any ChangeLog.diff or whatever.

But it says we have to attach the upstream changelog, still I decide whether I
need a freeze exception (so if I see it's bug-fix only, I don't, and I just
subscribe ubuntu-archive).

I've discussed the need to attach the upstream changelog to the bug report in
#ubuntu-motu with a few MOTUs and ~motu-release members. I'll start a discussion
in ubuntu-motu@ to propose changing that requirement.
