Yes, I used the sane USB port.
I tried "Relay" drive on another computer "IBM thinkpad" under Windows XP, it 
works fine.
Not to mention that the "Relay" drive works fine under the Dell Dimension 3000 
when I boot it into Windows XP.
Based on the observation above, I believe that the "Relay" drive works is not 
defected.
