This wasn't an Ubuntu decision; we're just following xkeyboard-config upstream here, which defines this keyboard layout. Kurdish variants are also provided under the Iraq, Iran, and Syria layouts. I don't especially want us to get into the geopolitics; you and your compatriots are going to have to get together and argue it out with xkeyboard-config upstream (on bugs.freedesktop.org), I think.
