- Change python-kde4.links to python-kde4-dev.links
- python-kde4-dev conflict/replace python-kde4 (=< 4:4.1.1-0ubuntu2)

trying to overwrite `/usr/bin/rbqtapi', which is also in package libqt0-ruby1.8
