In ccsm, General Options > Commands > Key bindings, it is possible to bind keys
to commands. Very good.
For example, if <Super>q is associated to a command, when we tape <Super>q, it
launches the command...

Except after a reboot, where the command which works is <Super>a, while
<Super>q is shown in the button. If I reclick on the button and I revalidate
<Super>q, the shortcut which works is <Super>q again. But after reboot,
shortcuts seems to be "converted" in english keyboard.

So a <-> q, w <-> z etc...

Shortcuts seem to be initialized with a wrong keyboard on starting.

Steps to reproduce:
1. Use a French keyboard
2. Assign <Super>q to a command in ccsm
3. Reboot
4. Try <Super>q, it doesn't work, try <Super>a, it works...

Actual results:
Shortcuts are not correctly initialized (a becomes q, w becomes z...) after a
reboot.

Expected results:
I expect <Super>q command to be executed when I tape <Super>q, not <Super>a.

Does this happen every time?
