I'm afraid we don't intend to fix this. Firstly, it would be a
significantly slower and less convenient installation; we'd rather that
people could install quickly and then upgrade after install (when they
can use their computer for something else at the same time). Secondly,
encouraging everyone to stick with the same CD gives us less opportunity
to fix installer bugs! Thirdly, this would be quite a lot of additional
complexity in the installer (because this couldn't be done by means of
just copying the live filesystem; it would have to be a completely
different installation structure) and we'd rather focus on doing a good
job on the core work of installation.
