Attached is a diffstat of the overall differences between 1.38 and 1.39,
a diff of the source code changes between sed versions, and a diff of
the dictionary source files between source versions, not that it means
much, but is there for completeness.

Yes, the phoneme changes cannot be represented, as they are binary, but
have been tested and are an improvement over the versions in 1.38.
