Michael yes you are right...

But this message is at very startup and for only 2 seconds it show the "Keep 
your system up-to-date" 
then the package check progress bar start to run it read package list and show 
user think ok my system is making check i wait for result...

the user think ok i must no check my system is updated, but this isn't
true (as usually i know isn't true), to be sure the system is updated we
must do the check...

and making a check i get ready to download and install packages
(screenshoot 2).

Casual always ask me why...? i'm tired to answer i dont' know, so i have
filled this user interface bug notification.
