Public bug reported:
1. Install Eclipse using Synaptic the packages "eclipse" and "eclipse-nls".
2. Have a Spanish (es_ES) locale.
3. Run Eclipse.
4. There is some translated sentences, but the percentage can be 1%.
PS: I got the same problem with the Dapper version.
