Another possible piece of the puzzle: when I try to perform the install
using aptitude, I get:

tzdata-java depends upon tzdata (= 2008b-1ubuntu1)
--\ The following actions will resolve this dependency:
  -> Cancel the installation of tzdata-java
  -> Downgrade tzdata [2008e-1ubuntu0.8.04 (hardy-updates, now) -> 2008b-1ubuntu

Is it possible that tzdata-java has a fixed dependency on a version of
tzdata that is out of date, and that apt-get won't downgrade tzdata to
allow tzdata-java, and hence can't install openjdk?
