Hello.
If you merely want the functionality to be there, check out the logout
applet that appears after you click on one of the options of the leave
tab. If you press and hold the shutdown button in that applet, then you
will see Suspend to RAM and Suspend to Disk. "Suspend to Disk" =
"Hibernate".
If you want there to be a menu item, please report it at bugs.kde.org
under plasma since it is not a Ubuntu specific bug.

answers.launchpad.net before reported a bug here.
