Public bug reported:

desktop will not shutdown, hibernate or suspend. The shutdown problem
happened after I updated a fresh install of Ubuntu 8.04, was shutting
down completely before the updates. The same thing happened previous
when I upgraded from Ubuntu 6.10 to 7.04 when that upgrade became
available. rebooting has always worked, but nothing else.

When I try to shutdown in terminal or any other way of shutting down
it's always the same result. the screen shows ubuntu shutting down ( as
in the orange bar ) after about 10 seconds I can hear the hard drive
stopping but the CPU and fan will never shutdown even after hours, that
exact same thing happens when suspend and hibernate buttons have been
pressed. The screen is black with the ubuntu bar still showing. when I
leave it in that mode with Hard drive stopped after a while the monitor
will suspend but fan/cpu will not shutdown. to go anywhere from that
position I have to shut it down HARD ( as in the computer power buttons
) This seemed to happen after a update to xserver-xorg-core.

I have reinstalled xserver-xorg-core. I have tried to look into all
related bugs that are  similar with zero success.
