Yes, no, maybe, in theory. The problem is really that the config stores the complete path by default, which is of course not very portable. Then again I am not sure how far we really support .kde4 -> .kde, considering the former could in theory store stuff from KDE 4.0 which is also not very supported to upgrade to KDE 4.1.
I'll leave it up to you, to close the bug or leave it open.
