thank you for your bug report, that's not a gnome-control-center bug,
settings need to be applied and that's not an immediat action, one way
to makes things look nicer would be to display a splash screen or
something until the desktop is loaded but that's not a bug, rather a
change which should be discussed on the mailing lists
