I'm marking this as "won't fix".

KVM has to create a group called "kvm", and it has to be in the "system"
range (between 100 and 999).  If the system administrator has created a
user-level kvm user, then they have either done so for good reason, or
in error.

Either way, the error message printed by the kvm package installation
script is very clear, and informative.  In the unusual circumstance that
there exists a kvm user with uid>=1000, the error message explains
precisely the conflict, and how to resolve it.  That resolution must be
handled manually by the system administrator in order to take into
account whatever unique circumstances gave rise to the conflict.
