sniffing should be used first and the suffix second. The file's type is
truly what it contains. If it contains an mp3 file, then it is an mp3
file - simple - it doesn't magically become a gif because it is renamed
to .gif - but it does become a gif if its contents are overwritten with
the contents of a gif file.

Use suffixes as a hint to resolve ambiguities.
