We don't ordinarily reuse symlinks, once a drive has been /dev/dvd we
don't reuse that if you replace the drive.

There's been a few bugs in the past where we detected an old drive as a
new one, and it got a new name; you may have been bitten by one of
these.

Try removing the /etc/udev/rules.d/70-persistent-cd.rules file, that
will start afresh.
