Mario, I found that this was a problem with hardware. For some reason, the IRC device on the PVR-150 would not be detected following a boot after a ungraceful shutdown (read: power outage). However, shutting the box down for 60+ seconds and then booting seemed to fix the issue. A warm reboot would continue to not allow the device to be discovered.
I'm not quite sure why this is the case as the box had been powered off for hours following the power outage, but shutting it down and pulling power from the power supply before booting seemed to have fixed the issue.
