This problem is on intrepid, synced a couple of minutes ago.

Step to reproduce: power up laptop, at gdm fan are already max out
Actual Result: Fan keep working for no reason , CPU is at 37°C .
Expected Result: fan  spin down when temperature is low and spin up when 
temperature is higher, in hardy used to be like this. 

Note: I have both intrepid and hardy on the same machine, I'm attaching
relevant info for both in a "jump in the dark" attemp to help you out.In
fact on hardy it used to work pretty well, on intrepid it doesn't.
Attachment marked as name-hardy are from the good working hardy system,
attachments marked as name-intrepid are from the bad working intrepid
system.
