Thank you for taking the time to report this bug and help make Ubuntu
better. I can confirm the beep in update-manager on Hardy, using the
steps you provided above. However, the tab focus changes correctly for
me, so that might be a separate issue.
The beep only occurs the first time I change tab focus. Subsequent
changes of tab focus result in no more beeps, until I close and then re-
open update-manager.
Note that you can disable system beeps in Hardy by going to System ->
Preferences -> Sound and selecting the 'System Beep' tab.
