The landscape team provided a fix in a new release, 1.0.21.1. An option - ok-no-register - has been added to the landscape-config script so that it doesn't fail with an exit code of 2 when dbus is not available. It prints an error message instead and exits with a code of 0.
The new upstream release also lowers a timeout related to package management.
