This was apparently fixed in 0.4.4-3ubuntu2:
libvirt (0.4.4-3ubuntu2) intrepid; urgency=low
* Make QEmu a suggested package of libvirt0 rather than a recommended one.
* Make kvm a recommended package of libvirt0.
