I can confirm this bug also in Intrepid.

Once Kubuntu is already installed, it cannot be fully translated to other
language different than language choosen during installation process.
I have seen this on Gutsy and Hardy by the moment in these cases:
* Installing Kubuntu in Spanish, and later trying to set it into English.
- * Installing Kubuntu in English , and later trying to set it into Spanish.
+ * Installing Kubuntu in English, and later trying to set it into Spanish.
I do this selecting the correct KDE language and system language in
kcontrol.
The result is a partially translated system.
