This bug is not a real bug at least for some part of it.

Okular doesn't change the initial pdf file so it's normal that when you
are opening the file with adobe you are not seeing the highlight. All
the okular's annotations are stored in a xml file inside the directory
.kde/share/apps/okular and this explain also why when you are opening
the first file with okular you are always seeing the annotations. Try to
move or change the file name and to reopen it with okular you'll see
that all the annotations won't be there anymore.

If you are saving the file in another file that won't do anything for
the annotation because okular cannot change a pdf file. The fact that
the pdf is corrupted is probably du as said because the poppler version
is buggy but here I cannot reproduce the fact. A pdf file that I'll save
is ok but does missing all annotations.
