I had the same issue with standart upgrade procedure (Adept's "Version upgrade" since I am using Kubuntu).
There was an error window on stage "Getting new software channels -> Checking update manager", which tells something like "Unable to authenticate some packages" and lists over 100 ones, and there was no way of proceeding the upgrade. I was using one of official Russian mirrors (mirror.yandex.ru) and switch from it to the official repo fixed the problem.
