I am currently on trip, so I can't give prompt response.

This is a machine I installed using rsync from a working system.
I boot from the Desktop CD, mount the system into /target, /target/var, etc and 
then rsync from the live system. As a result, the 2 "hidden" directories are 
not copied since I use -x when I rsync.

Although my scenario is pretty unlikely to happen for most Ubuntu users,
I still think Ubuntu should not assume that the 2 directories exists
before /var is mounted.
