This issue appears to be fixed in vanilla 2.6.26 with the following patch http://git.kernel.org/?p=linux/kernel/git/torvalds/linux-2.6.git;a=commit;h=163ea310b68bdde89b1ac633fbf8c0db290d3f86
The fix sets the "special reboot" for all machines of Type Dell OptiPlex 745.
