Solved. Turned out to be a couple of settings at /etc/ppp/options, where both "lcp-echo-interval" and "lcp-echo-failure" need a value of "0" (no quotes).
This was causing glitches in both WVDial scripts and Network Manager 7, leading me to blame the underlying driver.
