I don't know the right package for this as well, and I don't think that
only a single package is affected. Launchpad has the possibility to file
bugs against the whole distribution (ubuntu), however I have no idea how
to reassign a bug from a package to the whole distribution.
Feel free to reopen/reassign the bug yourself (hopefully you have more
luck than me). However I guess it might be even better to write to the
ubuntu-desktop mailing list about this, since you can directly reach the
gnome-devs there (and probably get a better discussion going than with a
bug report).
