Public bug reported:

As the system is booting and the logo is presented on the main screen.
The normal sequence (based on my experience with 8.4)

1. bar bounces from left to right

2. bar steadily progresses from left to right

3. gdm starts

as the video I will attach shows, on my machine (a thinkpad T61) the
progress bar begins to twitch about midway through, before going solid
again and completing its progresses.

This breaks up the flow of system boot and looks bad to the user.
