I have installed kubuntu-desktop (in Intrepid) and both scim-bridge- client-qt4 and scim-bridge-client-qt were installed (version 0.4.14-2ubuntu2). As a result I can reproduce the problem described in this bug report.
Here is what happens when I try to launch a program: :~$ konqueror /usr/bin/scim Failed to open the panel socket Failed to open the panel socket Failed to open the panel socket Failed to open the panel socket Failed to open the panel socket Failed to open the panel socket Failed to open the panel socket Failed to open the panel socket Failed to open the panel socket Failed to open the panel socket Failed to allocate the agent. Exitting...
