Public bug reported:
I need my box to set up the configuration of one interface with a static
address... even when no session is on (so I wouldn't blame network
manager).
When the box is up, the static configuration for the interface is not
set. I even tried doing ifdown/ifup on rc.local, yet the interface
copnfiguration is not set.

I have (also) a usb-ethernet adapter that's handled as eth1 (and that get's up
correctly with dhcp):
