Citing some other thread: "The error means the computer is unable to communicate with the flash drive. There was no response to a Get- Device-Descriptor request within the timeout limit.".
This may be a bad cable or some other hardware problem, there is one report of a hard disk with "cable select" jumper set causing such errors (but I don't suppose your flash has any jumpers :).
