I have installed language-pack-kde-es and I can confirm that I can't fully translate KDE to Spanish. That was the case also for previous versions of Kubuntu (KDE3 and KDE4) but it was solved once the kde-l10n- es and kde-i18n-es packages were installed and I changed the language in the systemsettings or kcontrol applications (language-pack-kde-XX does not depend on kde-i18n-XX or kde-l10n-XX). So it is not invalid or it has been a bug in language-pack-kde-XX that has been there since the beginning of Kubuntu.
