It is wishlist because it is not actually disturbing usage, it appears
just weird.
Anyway, Plasma doesn't support windows hidding right now and I doubt we
will ever fix this for KDE 3, so we will have to wait for KDE 4.2 (which
is apparently supposed to include panel hidding again) and see if it
implements it properly.
Please reopen this report if the wrong behavior appears again in KDE 4.
