Jan, you need to change the country code in your card's eeprom to do this. There's not a lot Ubuntu can do (and I don't know how windows does it if it even does)
A way to go is to use ethtool to dump the eeprom, edit it and set the region you want, then reload it. But do that at your own risk because you can *definitely kill your card*.
