For #1, Firefox does require you to restart the browser after it has been upgraded. You should see a prompt from the Update Manager warning that you must restart Firefox after the new version is installed. If you didn't see that prompt, I suggest you file a separate bug for that issue.
For #2, Firefox 3.0.3 is final, stable software. It was released on September 26, 2008 - the day you opened this issue. I suspect that Mozilla had the "testing" language still up on that page when you got the new version, and they've since changed the page (if you look now, the page doesn't say anything about testing).
